Morrow County approves CMGC contract for new circuit courthouse; state-county funding split outlined

Morrow County commissioners approved a construction-manager/general-contractor contract for the county's planned new circuit courthouse and were briefed on a state–county funding arrangement that would cap the project at $35 million.
County staff member Matt Scott told the board the latest estimate for the project is $35,000,000 and that the state would cover $13,200,000 of that total while the county’s share would be $21,800,000. “The project will not exceed $35,000,000,” Scott said during the meeting.
Scott said some contract language still needs to be finalized with the state, including how the agreement treats costs incurred for earlier site evaluations done while Boardman was under consideration. He told the board the state has asked for a March 31 submission deadline on the funding agreement and offered two options: hold a special session once the paperwork is final or authorize county staff and the chair to finalize and sign within the agreed caps, with any cap changes to bring the commission back together.
On the construction contract, the board approved a CMGC agreement with Fountain Construction. Commissioners were told the CMGC will be paid $100,000 for preconstruction services and then 3.57% of the guaranteed maximum price during construction. The CMGC will work with the design team during final design to value-engineer the project and keep it within budget.
The board asked staff to correct contract language that still references specific parcels and Boardman-area descriptions carried over from earlier drafts. Commissioners agreed to schedule a follow-up meeting to finish the funding agreement if necessary.
No final signature on the state funding agreement was recorded at the meeting; staff said they will return the finalized document for approval or execute it within the stated caps if authorized by the commission.
The CMGC motion carried on a voice vote.
