The Deschutes County Board of Commissioners approved the county’s fiscal year 2026 expenditure plan for video lottery proceeds, implementing a roughly 9% proportional reduction across three funding pools to address a shortfall.
Strategic initiatives manager Jen Patterson told the board she met with commissioners on April 2 to discuss allocations and that available revenue was slightly below requested grants. To balance the plan, she said economic development, chamber support and service partner pools each took about a 9% reduction; a small additional adjustment was taken from EDCO regional capacity operation support to reach a zero balance.
Commissioner discussion focused on whether allocations could be revisited mid‑year; Chief Financial Officer Robert Tinto said video lottery revenues arrive quarterly and the board can revisit allocations if additional revenue arrives. The board approved the plan and asked staff to monitor incoming revenues and replenish reserves if possible.
Commissioner Chang, Commissioner Dare and the chair each voted yes.
