Deschutes County approves purchase of 97 in‑car computers ahead of Windows 10 support end

The Deschutes County Board of Commissioners on Wednesday approved purchase document 2025-346 to replace 97 in‑car computers used by patrol deputies.
Jonathan Spring and Administrative Captain William Bailey of the sheriff’s office told the board the computers interact with the county’s CAD and records systems and must meet FBI Criminal Justice Information Services (CJIS) security requirements. The sheriff’s office said the 97 units identified are running Windows 10, which Microsoft ends support for in October; replacing those machines now is required to run current, supported operating systems.
Spring said the chosen units are Dell models with a smaller physical footprint than previous Panasonic Toughbook devices and that the Dell units are less expensive than the Toughbooks the county has purchased historically. He also said several of the older machines likely cannot be upgraded to Windows 11 due to hardware requirements and will have limited reuse outside CJIS-covered uses.
Commissioners asked about e‑waste and re‑use; Spring said some machines may be repurposed when possible but most will have limited secondary use because of software and regulatory constraints. The board voted to approve purchase document 2025-346.
Commissioner Chang, Commissioner Dare and the chair each voted yes.
