Coos County commissioners approve several contracts, personnel actions and subscriptions

Coos County commissioners approved a set of routine and programmatic items at their March meeting, including a public-health intergovernmental agreement amendment, a sole-source cinema advertising contract and several personnel and procurement approvals.
The board voted to approve Amendment 15 to IGA 180006 with the Oregon Health Authority, which moves funds that had been removed in a prior amendment from the 2024 fiscal year into 2025. County staff said the $171,000-plus amendment primarily restores funding for the TCAP and AHPAP public-health programs. A motion to approve the amendment passed by voice vote.
Commissioners also approved a 10-month advertising contract with National CineMedia (NCM) for placement of 30-second prevention and awareness spots at the Pointy Village cinema, described in staff materials as a sole-source purchase because NCM is the only advertising vendor for the single local theater. The contract was presented to run a prevention-focused media campaign (topics listed by staff included vaping, problem gambling, alcohol and drug use) at a cost of $12,500.
Separately, the board approved a two-step merit increase to step 4 for Dr. Tim Lynch, identified in the meeting as the public-health director (presentation described him as having completed one year in the position). The motion specified an effective date of March 1, 2025, and referenced payroll resolution 25-03-041P.
The county also authorized a Zoom subscription renewal for $16,801.90 to support internal meetings, client virtual appointments and instant messaging. Staff noted a possible future move to Microsoft Office 365 and said there may not be a prorated refund if the county later cancels Zoom.
Finally, commissioners approved hiring Evelyn Sandblasting Inc. to sandblast and paint a 1999 Kenworth fifth-wheel truck at a cost of $11,350. The matter was presented as vehicle maintenance to extend the life of county equipment.
None of those agenda items generated extended debate; discussion focused on clarifying the purpose and funding source for the OHA amendment and on ad content for the cinema contract. The board approved the consent calendar later in the meeting.
