Utilities staff presented a broad list of infrastructure projects and regulatory obligations and said additional capacity work will be necessary to support economic development and long-term reliability.
Major projects discussed included: the recently awarded Biles Branch sewer project (phase work to extend gravity sewer and manholes), design or construction planning for the wastewater-plant phase 2 capacity expansion (staff discussed a roughly $15 million order-of-magnitude figure to add processing capacity), replacement of a long force main that constrains capacity on the east side of town, and a Junction City/Perryville sewer package tied to county ARPA funding estimated around $2.8 million. Staff also noted a US-150 regional water planning effort and McKinney development-related water projects that could add a wholesale customer.
Utilities staff also highlighted regulatory challenges and programs: lead-and-copper sampling and planning (HDR contracted to lead the program), CMOM (capacity, management, operations and maintenance) obligations that require comprehensive mapping and operational plans, PFAS monitoring and the benefits of existing granular-activated-carbon filters at the water plant, and ongoing SCADA upgrades to improve remote monitoring. Staff identified an $800,000 MIOX (on-site chlorine generation) unit as a potential capital need to secure drinking-water disinfection capacity and noted a long-term meter-replacement need of about 2,000 meters across older parts of the system.
Why it matters: Capacity projects enable commercial customers that may seek large daily water or sewer volumes; regulatory compliance (lead/copper, CMOM, PFAS) is an ongoing requirement with technical and cost implications. The magnitude of several projects implies multi-year bonding and grant strategies.
Next steps: Staff will continue SRF/KIA/EDA grant searches, proceed with design and bidding on several projects, and work on public outreach and fee studies as required by project financing and regulatory obligations.
