Scappoose council approves application for state grant to develop Grabhorn Park

Scappoose City Council voted on March 17, 2025, to approve Resolution 25-02 authorizing the city manager to submit an application to the state local government grant program for improvements to Grabhorn Park, including a disc-golf course proposed by the Parks & Recreation Committee.

City staff said the planned work responds to the previously approved Parks Master Plan and that the Scott Bruce Parks and Rec Committee proposed the disc-golf element. The application deadline is April 1; staff said the city intends to use the value of the Grabhorn property as the local match for the grant.

"We will submit both of those to the state level," a city official said, referring to earlier youth contest awards and relating timelines; staff confirmed the Grabhorn grant application forms part of the state application requirements.

Councilors asked about match rules and award timing. Staff said the match using land value is allowable because the property purchase falls within the program's recent purchase window (purchase year referenced as 2020). Staff said awards for similar grants have been announced in mid-summer in past cycles and that the state program is typically funded through state lottery or related state sources.

Councilor Sunny moved to approve Resolution 25-02 and authorize the city manager to submit the application; Councilor Haugen seconded. The council voted in favor; no opposition was recorded and one councilor was noted as excused from the meeting. The motion carried.
