The shortfall stems from a billing gap: Republic invoices the city for collection service as the contractor, while the city bills customers on the water bill platform; this creates customer-account mismatches and makes customer-service interactions difficult when residents call Republic but their accounts do not exist in the contractor's system.
Public Works reported two main policy changes under consideration for the rebid: removing the "additional cart" surcharge that was intended to change customer behavior, and offering an alternate bid option to have the hauler handle customer billing directly (moving billing off the city water bill). Staff said contractor-managed billing would likely raise the monthly rate for customers by an estimated $3 to $5 per month (staff warned the increase could be larger), but would remove the city's ongoing billing burden and could cut the city's current $110,000 revenue gap.
