The Winchester City Commission accepted a citywide facility conditions analysis and authorized staff to proceed to the next step in an energy‑savings performance contracting process, the commission said at its meeting.
Carter Albert of the Beckman Group presented the firm’s findings from a multi-building assessment the company performed at no cost to the city. Albert said the firm reviewed utility bills, inspected five or six city buildings and the street-lighting system, and developed an initial set of recommended capital and efficiency improvements.
Albert told the commission the city spends about $73,000 monthly on electricity across the buildings surveyed, plus roughly $29,000 a month on street lighting.…
