City staff recommends Humphrey Concrete low bid of $59,003.73 to build Shearborn Drive island

Council members asked no substantive questions and no formal contract approval vote was recorded on the public transcript. The bid-opening took place on March 27 at 10 a.m., according to the staff presentation.
