On procurement, the council accepted a low bid of $15,557 and awarded a contract for historical graphic panels and hardware to Fossil Industries (bid amount as read into the record). The council noted the highway department will handle installation and that small additional costs for fasteners could be requested later if needed.
Public Works recommended and the council awarded two related wastewater contracts for the Chapmans Hill Volunteer Fire Department site to LandWorks LLC (doing business as ProSeptic). Councilors discussed bid responsiveness and vendor site visits; one councilor recused himself from the vote. Motions to award the on-site wastewater-treatment repair and to install a tight tank serving Chapmans Hill Fire Department were both approved on voice votes.
The council authorized Town Council President Collins to sign a memorandum addendum to the Hazard Mitigation Plan (HMP) final grant report and closeout with Grama for $936; the HMP grant will cover the cost. Council members confirmed the expenditure would be covered by the grant and approved the action unanimously.
On consent items the council ratified an agreement for land-use conflict counsel services with Dassault Browning Law after solicitor recommendation. The council also discussed finance and personnel matters in its monthly reports and directed follow-up where departments reported deficits or needed clarity on line items.
Councilors said procurement decisions and formation of the Scituate 250 committee would be posted and that further details on project start dates and additional small contract needs would be brought back to the council.
