Warren council directs staff, solicitor and budget committee to draft standardized budget presentation policy

The Warren Town Council on Tuesday agreed to develop a formal policy for how the town’s annual budget is presented, directing the town solicitor, manager, finance director and the council’s budget committee to draft a proposal.

Councilman Louis Rigo asked for more standardized data in budget documents: three prior years of actuals and budgets, year-to-date actuals and estimates, a cash-balance sheet and brief explanations for notable variances. Several council members and members of the budget oversight committee supported a written standard so future councils and staff have a consistent presentation.

Town Solicitor Anthony DeSisto and other members of the council discussed whether the requirement should be adopted as a policy or an ordinance. Several members said a policy would allow adjustments during initial use, while others argued an ordinance would ensure enforceability. The council voted to refer the matter to the solicitor, the manager, the finance director and the budget committee to produce a policy incorporating Councilman Rigo’s suggestions. The council will hold a workshop later to review the proposed format and mechanics before final adoption.

Council and staff said the aim is to improve transparency and reduce recurring questions during budget review by providing consistent, comparable financial detail. The council did not vote to amend the charter; members said that would be a separate consideration.
