Sumter policy committee proposes giving principals discretion over classroom visits

The Sumter School District Board of Trustees Policy Committee on April 2 recommended first reading of changes to Policy KI (Visitors) and the related administrative rule (KIR) that would remove a districtwide limit on parent visits and give principals discretion to approve classroom observations.
District staff said the proposed language removes a clause that previously encouraged visits limited to three days per regular school year and deletes a paragraph allowing visitors to observe instruction and hold questions until the end of class. Dr. Shirley Grama Malatice, district staff member who presented the revision, said the committee is “encouraging parents, legal guardians, and all other citizens, to visit our schools,” but that unstructured visits can be disruptive and can jeopardize student privacy.
The draft replaces the prior, prescriptive language with a structure that asks principals to manage the timing and frequency of classroom visits. The administrative rule would also add a separate classroom-observation policy and clarify that parents and community members may be admitted for supervised visits when a principal deems them necessary.
Committee members raised operational questions. Several trustees asked whether principals had been consulted; staff said planners had discussed the idea informally with some assistant principals but that a full principal survey had not yet been completed. The committee requested a principal feedback process; staff said they would raise the draft at an upcoming principals’ meeting.
Staff and trustees also agreed to remove COVID-19–specific wording in a separate administrative rule and instead reference any future “public health emergency” and current CDC guidance for hygiene and distancing, so the rule would not need rewriting for each new health event.
Why it matters: The change shifts day-to-day decision-making about visitor access from a uniform, board-level rule to site principals, a move staff said is intended to protect instruction and student privacy while preserving family engagement. Trustees noted the proposal stemmed in part from incidents at a Sumter high school where frequent unstructured visits were judged disruptive.
Next steps: The committee voted to send the proposed visitor policy and the public-health administrative rule forward for first reading by the full board, with staff directed to gather and report principal feedback before the second reading.
