The Belgrade City Council unanimously approved a resolution of intent directing city staff to amend fees and create a master fee schedule to be reviewed annually, and to return draft changes to the council by April 1, 2025.
A staff presenter described the master fee schedule as a single, centralized reference for all city fees so staff, the council and the public can find fee information in one place. The presenter said adopting a master schedule will require updating multiple ordinances that currently reference fees in different places and that the council would have multiple opportunities to review the consolidated schedule before final adoption.
"We are finally getting together a master fee schedule . . . This creates some transparency. Some of our fees are in ordinances. Some are not in ordinances. This is one place that the community can go to, council members can go to, our staff can go to, and it's updated annually," the staff presenter said during the discussion.
Council Member Mee moved the resolution of intent; Council Member Simon seconded. Council members asked whether the April 1 timeline was feasible and staff replied departments have been working individually and the city attorney is consolidating references; staff also said a 30-day period would follow adoption before new fees take effect.
The motion carried unanimously by voice vote. Staff said the draft master fee schedule will return to the council for review and that adoption will require ordinance updates where fees are currently embedded.
