Belgrade awards Cameron Avenue improvements contract to C.K. May Excavating

The Belgrade City Council voted unanimously to authorize the city manager to sign a notice of award and associated contract documents for the Cameron Avenue Improvements Project to C.K. May Excavating Inc., the low responsive bidder.
City staff said the project — designed in-house and intended to complete a pedestrian connection loop near the baseball fields and senior center — includes sidewalk on the north side of Cameron Avenue, curb and gutter on both sides, and storm-drain structures to address historical drainage problems. The project will use State Local Project Assistance (SLPA) funding allocated by the Department of Commerce, fuel tax funds and previously budgeted general-fund money earmarked for sidewalks.
Staff reported six responsive bids opened Nov. 26, with the low bidder (C.K. May) coming in roughly 10–11% above the engineer’s estimate, a variance staff said was within a reasonable range. The city also reviewed bidder references as part of the bid packet; staff said C.K. May has completed similar work recently for the city of Belgrade, the city of Bozeman and the Montana Department of Transportation.
Council members asked whether the bid amount is fixed; staff said the award is based on submitted bid prices and that the contract price would be subject to change only by formal change orders if unforeseen conditions arise. Staff set the contractor’s notice-to-proceed date for May 26 to avoid most spring baseball activity and requested special provisions to avoid impacting Lions Park approach during key dates. The contract period is 40 working days from notice to proceed.
Council moved and seconded authorizing the city manager to execute the notice of award and contract documents; the motion passed unanimously by voice vote.
