Council approves adding First & Main to Seventh & Main signal project; construction change order and design amendment approved

City staff recommended Amendment No. 2 to the HR Green agreement to add construction-phase services for the First & Main signal; the amendment is an hourly “not to exceed” amount described by staff as $31,808.40. Mr. Schrader explained that if the council approves the Muth Electric change order for construction work, the additional HR Green services become necessary.
Separately, the council approved Change Order No. 1 to Muth Electric, which adds installation of new traffic lights at First & Main and video detection equipment for Seventh & Main. Mr. Schrader said the order increases the Muth contract by $286,024.36 and noted some material lead times; poles will be aluminum color rather than black because of bid law requirements for the public contract.
Council members asked about earlier cost estimates and whether adding First & Main changes overall project pricing. Staff said Seventh & Main came in under budget, enabling them to add First & Main at a favorable combined price; contingency and supplemental appropriation were discussed as the funding path. Council approved both the HR Green amendment and the Muth Electric change order by motion and voice vote.
Mr. Schrader told the council that some equipment will not be ordered until the city confirms whether First & Main will proceed, which delayed pole ordering; council members noted a fall installation window. Council also confirmed the decision to place poles slightly further from the street in the redesign.
