Director warns streetscape work, fire-lane changes could keep festival on North Main

In the director’s report, staff told the group that streetscape construction at the Second and Fourth intersections and a planned increase in the fire-lane width could prevent staging the annual festival on Main Street this year.
Staff reported they have not received a guarantee from the contractor (identified as Gold Star in discussion) that Second and Fourth will be finished and open for the festival. The contractor’s bid did not require the intersections to be accessible during the festival period; the work schedule requires openings only for certain events, and the contractor has already been awarded the contract, so changing the construction timeline could increase costs.
Staff also said the city’s new fire apparatus is wider (reported as roughly 3 feet wider), which may require fire lanes to expand from 12 to 15 feet and could prevent moving the festival down Main Street without further measurement and engineering, noting engineering had supplied updated intersection measurements and parking-lot dimensions to the contractor.
Given those constraints, staff said the working plan for 2025 is likely to keep the festival on the north end of town, with a final decision to be confirmed as the contractor provides schedule updates. Staff also said vendor food contracts were updated and sponsorship benefits are under review; staff will return in March with proposed contract language, a sponsorship plan and recommended rate adjustments. Staff requested committee members continue outreach to potential sponsors and to share any local leads.
