Yankton commission approves consent items and routine purchases; grants permits and event approvals

The Yankton City Commission approved the consent agenda and a series of new-business items covering permits, contracts, events and equipment purchases.
Consent and routine items approved included designation of the official newspaper, a joint city/school election option, and leasing of spaces at Chan Gurney Airport. The commission also approved minutes from the Dec. 19, 2024 meeting and the schedule of bills.
New-business approvals with no extended discussion included:
- Award of airport refueling contract at Chan Gurney Airport to Gershon Oil (low bid). (Motion approved.)
- Sidewalk-cafe permits for Boomers Inc. at 100 East Third Street and for Mojo's (permit approved); associated Resolution 205-1 to declare a proposed boardwalk extension (Mojo's item) was adopted.
- A one-day on-sale liquor license for Feb. 1, 2025, for the Elks Lodge event at the NFAA Easton Archery Center (approved).
- Approval for Music at the Meridian concert series and authorization for the city manager to sign contracts; the parks department said the July 4 holiday falls on a Friday in 2025 and the department plans a larger program for that date, and may return for additional budget approval if needed (approved).
- Kids' summer program series authorization and delegation to the city manager to sign contracts (approved).
- Acceptance of sewer, storm and street improvements for Ruth Street, Wedgwood Drive and Highland Drive in the Ridgeway North Subdivision (approved).
- Equipment and vehicle purchases for Public Works, Parks and Police including: a 25 Caterpillar motor grader for $400,913.05; a 2025 Volvo loader for $202,350; a 2025 Chevy 2500 pickup for $49,281; another 2025 Chevy 2500 pickup for $47,761; a 2025 Elgin Pelican street sweeper for $363,259; and a John Deere Pro Gator for $35,720.62 (all approved).
- Approval to purchase 10 night-vision/spotlight units for the Yankton Police Department patrol division for $29,500 and adoption of Resolution 205-2 to authorize installation on vehicles. Police staff explained the agency will purchase and install equipment and then submit invoices for reimbursement under the grant program (approved).
- Approval of an event permit for Riverfront Brewery Inc. to hold an event at NFAA Easton Archery Center (approved).
Roll-call votes were taken on each item; the meeting record shows aye votes from the full commission for these items. Several items included brief clarifications from staff (for example, the police chief explained grant reimbursement procedures require purchase before reimbursement; staff noted some Music at the Meridian scheduling and budget planning for July 4 and for the 250th anniversary in 2026).
