Mister Boone, asked for a recommendation on authority to proceed, told the board the situation met the statutory emergency standard. “If this isn't an emergency, I've never seen one in 57 years of law,” he said, recommending immediate action under Alabama bid law to restore safe school operations. The district said it is insured and expects insurance to cover the bulk of repair costs.
