Commission reviews revised plans for Range Road wetland permit; scientists to present at public hearing

The commission discussed a revised significant regulated-activity application for S24-64536 Range Road at its Jan. 14 meeting, focusing on plan revisions, erosion-control notes and how the proposal will re-establish wetland buffer and vegetation.

Conservation staff summarized the applicant's resubmission, saying the updated plan adds erosion-control notes, a construction-sequence description, additional native shrubs and trees in place of a previous meadow-seeding approach, and an extension of the upland review area back toward vegetative cover. Staff said details also call for a metal edging to prevent gravel migration and further description for stone-wall revisions. Commissioners pressed for clearer evidence that the plan will mitigate cumulative impacts to wetlands and watercourse habitat.

The applicant (Mr. Anderson) and staff said a wetland scientist from Environmental Land Solutions will attend the public hearing to explain how the proposal restores wetland functions. Commissioners raised detailed concerns, including the adequacy of the proposed buffer where lawn and gravel abut the wetland line, the functional value of meadow access paths versus continuous vegetated buffers, the negative effects of turf and gravel on filtration and heat, and the presence and prior removal of nonnative plantings (noted as yucca and other ornamentals) and bamboo in places referenced on the plan.

Commissioners did not vote to approve or deny the application at the Jan. 14 receipt; they directed staff to invite the wetland scientist to the public hearing and suggested the applicant provide clearer plans that show how each revision addresses specific wetland impacts. Staff and the applicant reiterated that a public hearing will be required and will be scheduled when the commission is comfortable the submission is complete. The item will return for that hearing.
