Zoning officer continued 51 North Bridge Street storage-yard case and set $7,500 contingent fine

City zoning staff presented evidence on Jan. 15 alleging an unauthorized contractor storage and staging operation affecting 51 North Bridge Street and an adjacent vacant lot.
Staff said constable service was completed and that photos from Dec. 20 and Jan. 9 show heavy tire tracks, two commercial trucks identified as belonging to Gem Masonry and piles of material and equipment being stored in an area not permitted for a contractors' storage yard. Staff also said the owner of the vacant lot has not authorized use of the property and is upset that the equipment is being driven and stored across his parcel.
Staff told the hearing the first citation was issued Nov. 6 and that, despite follow-up, activity was documented as recently as Jan. 9. The hearing officer and staff discussed possible contingent fines; the hearing officer set a contingent fine of $7,500 and continued the matter for progress to Feb. 12, 2025. Staff said they would send a new citation and restart the enforcement clock if the property is not cleared.
The record includes photos, constable returns and an email from a neighbor describing employees loading and unloading equipment. The owner of record did receive service, according to constable records, but had not presented a compliance plan prior to the hearing.
