Norwalk hearing officer closes 194 East Avenue case after plumbing permit, assesses $2,000 fine

The Norwalk City zoning hearing officer closed enforcement proceedings for 194 East Avenue on Jan. 15 after city staff confirmed building permits had been pulled and inspections completed.
City staff told the hearing that a plumbing permit to remove a kitchen used as an illegal third unit was pulled on Jan. 6, inspected and closed with a certificate from the building department on Jan. 8. Staff reported the zoning compliance certificate was issued Jan. 14 and provided to the building department for final sign-off.
Hearing officer Gary Obers said he would close the matter but assess a monetary penalty for the prior violation. Obers stated, “IIhave assessed $2,000,” and then closed the file. Staff said the previously assessed $1,000 fine from 2023 had been removed earlier after evidence of eviction and progress.
City staff emphasized that the contingent fine set at the earlier hearing had been $30,000 but that the matter before the hearing officer now was compliance and any assessed fine at the officer's discretion. The hearing officer and staff said they would work with the property owner on a reasonable payment plan if needed; payment terms are subject to administrative follow-up.
The record shows constable service of hearing notices and building-department records in the file; the hearing officer closed the matter administratively after assessing the $2,000 fine.
