Ordinance/Permit — Conditional-use permit for major home occupation (Ordinance 25-006) City council vote: The council approved a conditional-use permit allowing a gunsmithing business as a major home occupation at 1630 Owain Street (R-1C Single-Family District). The planning commission recommendations included that the applicant obtain required state and federal permits, provide proof of renewal every three years, and that the permit be valid only for the named applicant and location (nontransferable). Resolution — Transfer of contingency funds (Resolution 2025-021) City council vote: Council approved Resolution 2025-021 to transfer $156,700 from 2024 contingency funds to cover budget overages: $145,000 for police overtime and $11,700 for forestry equipment maintenance. Staff cited vacancies, training and overtime in police as drivers for the overtime overage and increased chipper repairs and emerald ash borer removals as drivers for forestry costs.
