Committee approves signal services contract, DOT maintenance agreement, Wall Street design amendment and multiple 3 Belton Avenue licenses

At its Jan. 16 meeting the Economic and Community Development Committee voted unanimously on several routine and project-specific items.

Votes at a glance - NY Concorp emergency signal services: The committee authorized the mayor to execute an on-call emergency traffic signal services agreement with NY Concorp for an amount not to exceed $21,572.32. TMP staff said the contractor previously provided rapid temporary signal installations in emergency situations and was selected through a recent RFP process.

- Connecticut Department of Transportation maintenance agreement (Route 136/Whiten Avenue): The committee authorized the mayor to enter a maintenance agreement with the Connecticut Department of Transportation for decorative crosswalk maintenance on Route 136 (Whiten Avenue from Cudlup Street to Panoyer Street). Staff explained the agreement is standard for nonstandard treatments on state roads and that the city will be responsible for maintenance and certain restoration after utility cuts.

- Fuss & O'Neill amendment for Wall Street corridor design: The committee authorized an amendment increasing the Fuss & O'Neill contract by $471,000 for additional transportation engineering and related design services for Wall Street corridor improvements. Staff explained the amendment will advance a next design phase so federal appropriations and grant conditions are met.

- 3 Belton Avenue license agreements: The committee approved six license agreements (three pairs of related motions) that authorize the mayor to execute multi-year license agreements at 3 Belton Avenue for existing tenants and to refer the proposed agreements to the Planning and Zoning Commission in accordance with Connecticut General Statutes Section 8-24. The agreements use a $4.50-per-square-foot annual rate; staff described the space allocation among the Fairfield County Makers Guild, the NAACP, the Hispanic Chamber and the Redevelopment Agency and said the arrangements consolidate and regularize previously patchwork occupancy arrangements.

Outcomes and notes All items on the floor were approved unanimously by voice vote during the meeting. Several votes were described as passing without recorded roll-call tallies; the committee chair announced unanimous approval after each voice vote.

Ending Committee members described the votes as routine or necessary to advance design and maintenance work; staff said the items will be incorporated into final budget and contract processes.
