Council awards $2.59 million contract to build landfill leachate force main to BMU connection

The Brookings City Council approved a $2,591,403.76 contract with Metro Construction to build a leachate force main from the regional landfill to the Brookings Municipal Utilities (BMU) sanitary sewer, replacing the current practice of third‑party hauling of leachate.
Charlie Cooner, the city’s solid waste manager, told the council the project stems from the 2023 Solid Waste Master Plan and will provide a “cost effective, sustainable, long term solution for leachate management.” He said Metro Construction submitted the lowest responsive bid and that the amount was about 4 percent lower than the next bid and 14 percent below the approved budget allocation.
Project schedule and location
Cooner said staff opened bids on March 4 and that Metro’s bid of $2,591,403.76 was the lowest responsive bid. “Full completion by November. Substantial completion by early October,” Cooner said in response to a council question. The force main connection will tie in near 30 Fourth Avenue by the state Department of Transportation right-of-way, Cooner added.
Roll call and outcome
A motion to approve the resolution was moved and seconded and passed on a roll call vote with council members recorded as “aye.”
