Developer: Target site work to start soon; Target aims to open summer 2026

Representatives from Ryan Companies told the council they are finalizing plans for the new retail site and expect to submit grading-permit materials soon, with site work anticipated to begin within 30 to 45 days if weather cooperates.

Patrick Daily, a Ryan Companies representative, said vertical construction of the Target building would likely start in the second half of the summer and that Target expects approximately a 12-month construction schedule with an anticipated opening in summer 2026. Daily said Ryan is coordinating with potential inline tenants and with Aldi, which is awaiting completion of site work to begin its own construction.

“ We are in the process of finalizing all of our plans and in the process of putting those plans forward to the city for the grading permit,” Daily said. He added that Ryan is working to use local subcontractors where possible and that Ryan has executed a number of subcontract agreements, with more to come.

Ryan Companies and city staff said they are discussing a possible groundbreaking event with Target and the city, likely to be scheduled in May. Downtown and city staff will be informed when a firm date is set. Separately, Brookings Municipal Utilities staff reported that water and sewer connections for the Marketplace (the development) were approved by the BMU board and that landfill leachate will be connected to the city sewer system after construction of a leachate line, replacing truck-haul operations.

The city did not provide a firm opening date beyond Target’s summer 2026 estimate and said specific contractor lists will be provided later upon request.
