Norwalk City enforcement staff told the Jan. 22 hearing that a commercial box truck remained intermittently parked at 44 Grandview Street and that the respondent is attempting to find off-site storage. The hearing officer continued the matter and issued a warning about a minimum fine.
Mister Hall said the driveway problem (makeshift driveway and prior gravel issues) has been partially resolved but the box truck still appears at the property on days the owner works early. The vehicle is stored off-site on most days but is parked in the driveway overnight on some work days because the external storage facility does not open early enough. Staff reported multiple prior contacts dating back to a citation first mailed in June and ongoing activity across multiple notices.
The hearing officer continued the case to Feb. 26, 2025, and advised the property owner that the matter may result in a civil penalty if the truck is not permanently removed from the residential driveway. "There may be a fine assessed in February, and it may be a minimum of a thousand dollars," the hearing officer said. Staff told the owner to secure alternate storage and explained that repeated violations reduce notice requirements for subsequent citations under state rules.
Why it matters: Parking of commercial vehicles in residential zones is restricted; repeated noncompliance may generate larger fines and accelerate enforcement. The hearing officer acknowledged some mitigation steps by the owner (searching for storage) but set a clear deadline to spur compliance.
Next steps: Case continued to Feb. 26, 2025. Staff to verify whether the truck remains at the property on that date. If the violation persists, the hearing officer signaled a minimum civil penalty of $1,000.
