Norwalk staff outline repairs and upgrades for Yankee Doodle, Haviland decks and station restrooms

Staff for the Norwalk Park Authority told commissioners the authority is pursuing repairs and customer-facing upgrades at multiple parking facilities, including continuing concrete and waterproofing work at the Yankee Doodle Garage, structural and wayfinding improvements at the Haviland Parking Deck, and restroom renovations at the South Norwalk train station.
Brian, Parking Authority staff, said the Yankee Doodle exterior repairs that began last summer are “95% completed” and that the authority plans an aesthetic enhancement phase — painting, new lighting and facade work — for which only one bid returned from a late-December solicitation. "We only had 1 bid come back, so we're going to analyze this bid to see how we move forward," Brian said.
On the Haviland Parking Deck staff described planned concrete and structural repairs, a new stairwell to improve pedestrian access to Washington Boulevard, improved lighting and wayfinding, and a clearer entry gate. Brian said the authority will paint fences to black wrought-iron styling to match surrounding brick architecture and use Park Norwalk color schemes to emphasize public parking.
Staff also described an ongoing restroom renovation at the South Norwalk station. Work began Jan. 6, staff said, and the facility is expected to reopen to the public early next week. The renovated restrooms will include sensor sinks, automatic flush fixtures, hands-free dryers, baby-changing stations and automated air freshening, staff said.
Why it matters: the structural repairs reduce long-term maintenance risk at older garages and the aesthetic and access improvements aim to increase user comfort and make parking options easier to find. Staff said they prefer to do larger repairs while they can reassign spaces so work causes less disruption as demand grows in the corridor.
Staff noted the Yankee Doodle repairs informed the authority's $1,750,000 bond request in the adopted FY2026 budget; commissioners discussed timing and the need to sequence work around nearby development and temporary loss of overflow capacity.
Commissioners and staff agreed to continue reporting project status, bid analyses and construction timelines as procurement moves forward.
