The council held a first reading of an ordinance to rezone an approximately 30-acre parcel on Brookings’ west edge from agricultural zoning to R-3 (apartment) zoning, City community development staff said.
Community development staff explained the rezoning is the first step in a two-part application that also includes a large-scale residential development (LSRD) preliminary plat; staff and the planning commission provided unanimous recommendation for the rezoning. The parcel was annexed into the city in March 2024 and the future land use map shows medium-density residential use for part of the site. Medium density was described as supporting approximately four to 12 units per acre.
Russell Atkins, representing the applicant (Christians and Development Partners, working with Travis Grama), said the preliminary plan contemplates 58 residential lots, suitable for single-family or twin-home development, which would be below the maximum density range for a medium-density designation. Staff said R-3 zoning gives developers more flexibility in lot sizes and setbacks and that an adjacent subdivision to the east is already zoned R-3.
The rezoning was introduced at first reading; a second reading and public hearing are scheduled for the council’s next meeting and the LSRD preliminary plat will follow the zoning action.
