State emergency management reports Woody Loudoun radio tower online; says coverage and mutual-aid benefits improved

Mark Tappas, State Director of Emergency Management, told the Foster Town Council that the new communications tower at Woody Loudoun is complete and operational.
Tappas said the tower improves radio coverage for the Foster Police Department, fire and rescue, DPW and state responders, and that mutual-aid agencies also benefit. He described the project as “mission complete” and thanked local staff and vendors for facilitating access and site work; he told councilors the project proceeded without charge to the town and that some town VHF equipment was migrated to the tower without billing to Foster.
Tappas said the project cost about $1.4 million overall but that no charge was placed on the town for construction and equipment migrations. Council members and staff present said they had noticed markedly better communications in the area covered by the new tower, and the council thanked the state emergency management office and vendors for completing the work. Tappas also acknowledged local police assistance and observed that the new infrastructure increases safety and reduces the “worst-case” communications gaps for first responders in that side of town.
Next steps: State representatives provided photos and offered to return with updates if additional work or mutual-aid coordination is required.
