Public works staff had reviewed multiple sealed bids and recommended awards based on a combination of unit prices and the anticipated scope of work this season.
Public works director remarks at the meeting said sidewalk sections on Sixth Street and other corridors need replacement and that valley gutters, driveway approaches and flat work will factor into the season’s projects. During the bid review, Rosebud Concrete submitted lower unit prices for several curb and valley-gutter line items; DB Construction offered the lower overall cost for the combination of miscellaneous concrete tasks that the city plans to prioritize this summer.
During the public bid-opening, the council reviewed per-unit bids from multiple contractors (CNC Custom Concrete, Rosebud Concrete, DB Construction, Rex Winkle/Rexwinkle Concrete and others). For the mill-and-overlay item the engineering estimate and unit bids were discussed; the meeting record lists a $600,000 available budget for mill-and-overlay work and the contractor’s per-ton price ($164 per ton in the bid opening transcript). Council members said the city will “buy what we can afford” given that budget.
Votes on contract awards were unanimous. The public works director recommended DB Construction for miscellaneous concrete because, while one bidder was lower on half of the bid items, DB’s pricing made it the cheaper option for the actual mix of work planned.
Council members asked clarifying questions about scope and the basis for the recommendations; the public works director noted that exact square footage for valley gutters was not yet finalized and that final quantities will determine final payments under unit-price contracts.
The council instructed staff to proceed with award paperwork and to return required contract documents to be executed by staff and the selected contractors.
