The Bozeman City Commission unanimously approved annexation of a 0.44-acre parcel at 1519 Alder Court and adopted an R4 zoning designation for the property on March 25, 2025.
The action, which came after a staff presentation and public comment, brings the parcel and the adjacent right-of-way into city jurisdiction and sets the initial municipal zoning that is required when territory is annexed. Tom Rogers, planner with the Community Development Department, told the commission the request follows the community plan and noted that R4 is an implementing district for the site’s urban‑neighborhood future land use.
Rogers said the parcel is “wholly surrounded” by city development, explaining that the annexation also includes the adjacent 60-foot right-of-way. He told commissioners the Community Development Board—sitting as the zoning commission—recommended approval of the zoning 6–1. He also said staff found the application met the state review criteria and the city’s annexation policy except for the typical policy preference against annexing parcels larger than 5 acres, which did not apply here.
An online speaker, Carl Johnson of Yes Compost, commented earlier on consent items but not on the annexation. One resident, Justin Bursick, urged the commission during public comment to prioritize sidewalks and safe bike connections near the parcel so future residents can walk or bike to nearby services.
Deputy Mayor Morrison moved to approve annexation and to adopt staff findings; the motion passed 5–0. The commission then voted 5–0 to approve the Alder Court Zone Map Amendment to R4, with the deputy mayor again citing the parcel’s walkability and proximity to Montana State University as reasons the R4 designation was appropriate.
The commission discussion touched on practical consequences of annexation: bringing the property onto city water and sewer systems over time, removing septic and well systems, extending sidewalks and curbs upon redevelopment and clarifying maintenance responsibilities for the right‑of‑way. Staff said annexation does not immediately require streets to be rebuilt to city standards but that future development would trigger required upgrades.
The applicant team — architect Bayless Ward and engineer Chris Wase — was at the meeting to answer technical questions but did not make a new presentation. Rogers said the city had received no written public comments opposing the application as of the meeting and that the site sits adjacent to other R4‑zoned properties recently annexed and developed.
The commission’s votes complete the annexation and initial zoning process; staff were directed to prepare an annexation agreement and the implementing ordinance for the zoning map amendment.
