Council approves parks and street contracts, authorizes emergency dispatch backup

Junction City councilors approved multiple contracts and capital work April 8, awarding construction and service contracts for parks and streets and approving an emergency dispatching arrangement to address short-term staffing gaps.
The council voted unanimously to award bids and authorize contract signatures for the following items: - Founders Park concrete replacement: award to Foxstone Design, not to exceed $19,142.50 (motion made by Councilor Hancock, seconded by Councilor Leach). The work will be funded from parks capital projects. - Bailey Park concrete replacement: award to Foxstone Design, not to exceed $23,126.40 (motion made by Councilor Wertzberg, seconded by Councilor Senegit). Funding: Parks Capital and System Development Charges (SDC) with a 20% contingency included in staff request. - Bailey Park playground installation: award to Brown Bear Contracting, not to exceed $17,800 (motion made by Councilor Leach, seconded by Councilor Seneca). Installation will be paid from parks capital and park SDC funds; public works staff will demo the old playground and prepare concrete prior to contractor installation. - Skate-park fence replacement: award to Island Fence, not to exceed $19,500 (motion made by Councilor Berg, seconded by Councilor Hancock). Staff recommended replacing the existing 6-foot fence with a 4-foot boundary-style fence with a heavier top bar; project funded from parks capital. - Fifth Street reconstruction: award to Wickwire Contracting, not to exceed $195,615.36 (motion made by Councilor Leach, seconded by Councilor Thomas). Staff requested a 20% contingency and said the project will be funded from street capital; local traffic will be maintained except during full closures for work.
Separately, the council approved the Lane County Sheriff’s Office emergency dispatching contract, a short-term backup arrangement intended to ensure continuous 24/7 emergency dispatch if Junction City cannot staff its center. Chief Whitehead told the council staffing shortages and potential long-term dispatch changes make an emergency contract necessary. Council approved the contract and authorized the chief of police to sign the necessary documents (motion made by Councilor Leach, seconded by Councilor Jamieson).
All items passed on unanimous recorded votes at the April 8 meeting.
