Committee takes mixed actions on smaller capital requests: hazard plan, GIS, EMA vehicle and traffic signs

The Facilities & Capital Committee acted on several smaller capital requests in a single sequence, approving limited startup funding for a hazard mitigation plan and GIS capability while deferring or reclassifying other items for later consideration.

The committee approved $2,500 to begin work on a county hazard mitigation plan, with staff explaining the full plan is due in 2027 and typically takes two years to complete. Staff said a $10,000 total requirement was expected but that the $2,500 is an initial allocation to get the process started and seed a grant application. A member warned that the hazard mitigation plan is a prerequisite for some future grants and that failing to complete it could jeopardize other funding opportunities.

On mapping and spatial-data needs, the committee approved $1,000 to begin discussions and preliminary planning for a county Geographic Information System (GIS). Staff said full implementation could cost roughly $50,000–$75,000 with recurring maintenance in the range of tens of thousands; the $1,000 allocation is intended to fund initial research and vendor conversations.

The committee moved to "zero out" this year’s EMA vehicle allocation (defer purchase) and leave the savings plan in place for future purchase. Members noted the current EMA vehicle remains in service and carries relatively low mileage, and that a recall had been received for the make/model that would only be addressed if the vehicle were taken out of service.

The committee also tabled (deferred) a multi-year ATS traffic-cloud subscription for message-board trailers and portable signs. Staff said the subscription renewal could be pushed to a later budget year; the motion to defer was approved.

Taken together, the actions allocate modest startup funds for hazard mitigation and GIS and defer higher-cost subscription and vehicle items to future budget cycles.
