He said the warming shelter lacked a thermometer and that staff sometimes closed doors while temperatures outside remained well below freezing. "They should have a thermometer," Hall said, adding that volunteers had observed doors closed when it was "minus 9 degrees out."
Hall said inconsistent practice places vulnerable populations—elderly residents, veterans, and people experiencing homelessness—at risk and increases pressure on police and other services. He urged the commission to hold the shelter operator to higher operational standards.
Commissioner Bode responded that there is no municipal requirement mandating a specific temperature threshold for keeping a shelter open; he said the shelter’s operational rules are set by the nonprofit operator. The commissioner said the city provides grant funding but does not control all operational details.
Commissioners acknowledged the concern and noted the city and partners continue to explore ways to improve shelter availability and standards; no formal action was taken at this meeting.
