Stahlnecker said the new table of uses adopted in January should have allowed drive‑thrus in the Uptown mixed‑use (the Meridian corridor) but "when I made the final document... somehow when I transferred it the allowing them did not get transferred to the new update. So when we adopted it, we actually changed it from being allowed to not being allowed." He described the amendment (Ord. 2110-25) as a correction to match prior policy.
Council members noted existing drive‑thrus for coffee shops and quick‑service restaurants and asked if the correction affects any pending applications; Stahlnecker said there are no filed applications yet, though some site discussions prompted the review. Councilmember Strader and others used local examples — coffee stands and a pizza shop — to clarify the practical effect.
No formal vote occurred. Staff will return a corrected ordinance for council action at the next meeting to restore the pre‑January status allowing drive‑thrus in the Uptown mixed‑use zone.
