Council debates funding options for downtown URA parking lots; Lot 10 reconstruction estimated at ~$200,000

Jennifer said staff prepared 60% design plans and estimated reconstruction at about $200,000. She told council staff had three options: (1) finish reseal/restripe of the five remaining lots now (approx. $36,500) and defer Lot 10, (2) defer all remaining work for three to four years to accumulate funds, or (3) allocate additional funding to do both Lot 10 reconstruction and the five lots in the next fiscal year.
Melissa (finance) and Nicole (staff) told the council the downtown capital projects fund (Fund 57) has sufficient carryover to fund both Lot 10 reconstruction and the five remaining reseal/restripe projects without depleting the fund. Melissa confirmed the combined cost—about $236,500—would not force a budget shortfall and could be carried over into the next fiscal year.
Councilors asked about public use of Lot 10 and whether the lot primarily serves downtown businesses. Councilor Kilmer suggested prioritizing maintenance of other lots rather than investing in a larger reconstruction for Lot 10. Mayor Benetti and Councilor Niebregal said the lot appears more used by businesses than the general public and raised the possibility of selling the parcel or requiring business contributions to sustain downtown parking. Staff said a trash enclosure in Lot 10 is heavily used by businesses and that relocating it would remove parking stalls.
Jennifer said staff interpreted council comments as sufficient consensus to proceed with completing the other five lots’ resealing/restriping and to return with more detailed information and a formal request on Lot 10’s reconstruction.
No formal vote was taken at the meeting. Council direction: staff should return with a proposal that clarifies how many stalls Lot 10 contains, parking usage (public vs. business), options for relocation of the trash enclosure, and the financial recommendation for Lot 10 reconstruction.
