County approves behavioral health contracts, sets timeline to revise action plan and hold forum

McLean County’s Executive Committee on May 5 approved several departmental contracts and awards intended to support behavioral health services, and county staff presented a synthesis report on 2024 activity and a timeline for revising the county’s mental health action plan.
Rita Landreth, director in the county’s behavioral health department, presented a package of approvals. The county awarded an RFP for a wheelchair-capable van to Western Reserve Coach Sales to transport Fuse clients, citing competitive pricing and included safety equipment. The committee approved the award (motion by Member Abel, second by Member Lehman).
The committee also approved a renewal contract with Carl West Physician Group (referred to in the packet as Carl Behavioral Health) to continue providing psychiatric services for Fuse clients; staff reported positive results from the existing contract (motion by Member Abel, second by Member Burn).
The committee approved a contract with Illinois State University event management to host a Behavioral Health Forum slated for Nov. 6 and discussed volunteer opportunities for officials. Landreth said Samantha Harrell, assistant director, is leading event planning (motion by Member Abel, second by Member Layman).
Landreth described a standardized employment contract for the System of Care Parent and Young Adult Advisory Board, funded through a SAMHSA grant, to pay advisory board members for their consultant-like participation. The committee approved the contract structure (motion by Member Burns, second by Member Rogal).
The county also approved a contract with Dr. Frank Beck for data analytics and assessment services related to the mental health action plan, including support for frequent-user system engagement data (motion by Member Burns, second by Member Abel).
Landreth presented the 2024 synthesis report on the Mental Health Action Plan and said staff are beginning revisions. In response to a member question about schedule, Landreth said the new plan would begin in 2026, with a draft expected by May and a final presentation likely in the fall. She also said the county intends to rename the plan to the Behavioral Health Action Plan (BHAP) going forward.
