Emergency management seeks BRIC hazard-mitigation grant, flags state bills for monitoring

The Grand County Office of Emergency Management (OEM) presented multiple items to the Board of County Commissioners on Feb. 25, including grant applications and legislative monitoring.
OEM staff asked the board to authorize applying for a FEMA Building Resilient Infrastructure and Communities (BRIC) hazard-mitigation planning grant. Staff said the grant application would seek a contract worth roughly $62,000 and that the county’s match commitment letter would state a local match of $18,000; the county has budgeted $30,000 for the project, with about $11,000 estimated as in-kind time and roughly $6,000–$7,000 as cash outlay. OEM staff recommended board authorization to apply and to allow the county manager and appropriate officials to sign required documents after legal review.
OEM also briefed the board on two state bills OEM is monitoring. The first, described as HB 20510O7 in the meeting, concerns emergency-preparedness for paratransit services; OEM said revised language reduced concerns that it would create an unfunded mandate and that OEM and the Colorado Emergency Management Association (CEMA) now support the measure. The second was SB 25031, described as a bill that may include an amendment requiring emergency alerts to provide American Sign Language (ASL) video; OEM staff warned current alerting systems nationally cannot deliver video with alerts within the proposed timelines and recommended close monitoring of any amendment that would mandate ASL video capability.
Commissioners voted to authorize OEM to submit the BRIC application, allow signatures after legal review and to sign the grant commitment letter as required.
