Commissioners review capital assets and note AA‑ rating; approve vouchers and several asset and contract items

Grand County finance and management staff presented a year-end summary of capital and fixed-asset activity and a recent credit rating update during the Board of County Commissioners meeting on Feb. 25.
Accounting staff provided a line-item summary of major capital activity in 2024, including a $2.8 million land purchase for the Granby EMS station, fleet replacements (sheriff vehicles and pick-up trucks), road and bridge equipment leases, and airport improvement projects. Staff also reported about $106,000 in vehicle sales proceeds.
Staff told commissioners that Standard & Poor’s assigned the county an AA‑ (double-A minus) rating after interviews with rating analysts; staff said the rating will help the county obtain lower interest rates on upcoming borrowing but noted the use of a certificate of purchase (a COP) was one factor that prevented a higher grade. Commissioners and staff thanked the teams who prepared materials and supported the rating process.
On routine financial business, commissioners approved vouchers and wire payments presented in the meeting packet; staff noted a payment of about $203,000 to the housing authority (Cliffview quarter loss), a sheriff’s initial payment of roughly $85,000 for booking-area repairs, and about $46,000 in departmental credit-card charges in the current batch.
The board also approved a contract amendment to pay a final invoice to GSG Architecture for design work on a Kremmling road-and-bridge shop and authorized a donor-advised fund agreement with the Grand Foundation for a $410,000 fund that includes earmarks for Mind Springs and childcare and up to 3% for administration. Finally, the board approved purchasing the Old Park fire-station building for $25,000, which will provide enclosed storage for county graders and towing equipment.
Ending: Commissioners approved the listed routine financial transactions and directed staff to continue work on planned capital projects; the S&P rating will be used in upcoming financings.
