At its Oct. 8, 2025 meeting the Larimer County Planning Commission recorded the following formal actions:
- Minutes: The commission approved the February 12 and February 19 meeting minutes in a single roll-call vote. The motion passed 6-0 (one commissioner recused from the vote). No mover/second was recorded in the transcript.
- Consent agenda — Murdoch Properties LLC rezoning (file 24Zone3605): The commission approved the consent agenda, including the Murdoch Properties LLC rezoning item, on a 7-0 roll-call vote. No public comments were raised and the item was not pulled for discussion.
- Stonewall Estate Subdivision (file 21Land4194): After a staff presentation, public comment and applicant responses, the commission voted 7-0 to recommend that the Board of County Commissioners approve the preliminary plat to divide a 19.97-acre parcel into four single-family lots, subject to the conditions listed in the staff report.
- Heller short-term rental special review (file 24Zone3625): The commission voted 7-0 to recommend that the Board of County Commissioners approve the Heller short-term rental special review for a four-bedroom, nine-guest property on Skinner Gulch Road, subject to conditions 1–14 in the staff report. Staff noted that roadway certifications, separation and floodplain standards required by the county’s 2023 short-term rental regulations were part of the review.
Each recommendation to the Board of County Commissioners now proceeds to a BOCC public hearing for final action. Where private covenants or road-association rules were raised by public commenters, county staff advised that interpretation and enforcement of private contracts are civil matters and not part of the land‑use approval process.
