Larimer County staff to place Loveland Fire impact-fee increase on consent agenda

Larimer County staff told the Board of County Commissioners on March 24 that the Loveland Fire Rescue Authority has asked the county to raise the fire-impact fees it collects on new building permits to the maximum level allowed under the authority’s original nexus study.
The request was presented by Eric Fried of Larimer County Community Planning, Infrastructure and Resources. Fried told commissioners the fire authority’s board took action in January recommending increased fees and that the new amounts are “in line with the original nexus study.” He said the detailed fee schedule is included in the county packet and offered to schedule an appearance by Loveland Fire if commissioners had questions.
The request matters because the county collects impact fees for fire protection on building permits in unincorporated areas where Loveland Fire provides service; Fried said the county only processes fees for the unincorporated area and that the city of Loveland has separately approved a fee increase inside city limits. Commissioner Shannon McMillan asked whether the county’s collected fees are kept separate from funds collected inside the city; Fried confirmed the county handles only unincorporated-area permits.
Commissioners indicated support for moving the fee update to a future consent agenda. Chair Kristen Stevens said she supported bringing the item forward; no formal motion or roll-call vote was recorded on the record during the work session.
The discussion contained no final policy decision; Fried said staff would place the item on a consent agenda for a future administrative matters meeting unless the board asked for additional presentations or discussion. Fried also noted that detailed fee amounts and the nexus analysis are available in the packet and that county staff can invite Loveland Fire representatives to a future meeting to answer questions.
The county’s next administrative matters meeting will carry the consent agenda that may include the fee update if no commissioner requests additional review before then.
