Larimer County commissioners approve consent agenda including $1.5M youth shelter award and $1M school CTE grant

The Larimer County Board of County Commissioners voted 2-0 Tuesday, March 18, 2025, to approve a consent agenda that includes federal and local grant agreements, appointments, land dedications, liquor-license renewals and two resolutions to dissolve local planning advisory committees.

The consent package approved funding and contract items that county staff said target public safety, education and youth services. Among the items were a Fiscal Year 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) award for $50,489 for interdiction of mid- and upper-level drug trafficking; a $1,000,000 amended and restated grant with Thompson School District R-2-J to expand career and technical education; and a two-year extension of an American Rescue Plan subaward that directs $1,500,000 to Matthews House to operate a youth shelter and drop-in center through Dec. 30, 2027.

The board also approved a development agreement for the Linda Vista Subdivision, a one-lot division covering 34.78 acres that removes a minor-land-division restriction, and accepted two deeds dedicating right of way from Loveland Ready Mix Concrete Inc. for improvements to County Road 1 and County Road 18.

The consent agenda included five appointments: Brian Delgrosso to the Board of Health (term through June 30, 2029); Rick Rivera to the Poudre Library District board of trustees (term through March 31, 2029); Terry Englehart to the Grasslands Public Improvement District board (term through Nov. 30, 2028); Cedric Clark to the Community Corrections Advisory Board (midterm appointment through June 30, 2025); and Wayne Latham to the Terry Shores Public Improvement District board (term through Nov. 30, 2028).

Licenses and administrative items approved included renewals for 7 Keys Lodge (hotel and restaurant), Mini Mart/Loaf N27 Jug locations (fermented malt beverage and wine) and the Fort Collins Country Club (hotel and restaurant with optional premises). The board also approved an update to the Agricultural Advisory Board bylaws and adopted the county27s stated legislative positions for the session.

Two resolutions on the consent agenda dissolved long-standing local advisory bodies: the La Porte Area Planning Advisory Committee, created in 1980, and the Red Feather Lakes Planning Advisory Committee, formed in February 2006. Commissioners thanked members who served on both committees and said the county will pursue alternative, more informal engagement methods with those communities.

Commissioner Jody Shattuck McNally moved to approve the consent agenda for March 18, 2025, stating, "I move to approve the consent agenda for 03/18/2025." There was no separate roll-call on each item; the board approved the full consent agenda by voice vote. The clerk recorded the outcome as "That motion passes 2 to 0." The board had earlier approved minutes for the week of March 10, 2025, by motion from Shattuck McNally.

Commissioner Kefalas was absent from the meeting. No public comment was recorded for the consent agenda items during the meeting.
