Resident asks West Linn to consider time limits on on-street storage containers and dumpsters

During public comment at the March 17 meeting Elizabeth "Liz" Miller of West Linn asked the City Council to consider an ordinance limiting the amount of time temporary dumpsters and storage containers can remain on public streets.
Miller said a mini-storage container had been parked on Clubhouse Circle since April 2024 and that West Linn police told her there was no existing ordinance that would allow enforcement. "For me, it's a safety issue," Miller said, citing sight-line problems for drivers, bicyclists and children near tennis courts and pool facilities on a 25 mph street.
The mayor and city manager thanked Miller and said staff would investigate. The city manager said he was surprised the issue had not arisen before and that the city attorney and police would work together to draft options for council consideration. Miller said advocates in the neighborhood supported a limited, temporary allowance (e.g., 7–30 days) rather than a full ban to accommodate legitimate moving and remodeling needs.
Council took no formal action at the meeting but directed staff to follow up with options for ordinance language and enforcement approaches.
