Council affirms exemption allowing construction management procurement for new operations center

The West Linn City Council on March 17 voted to affirm findings that allow the city to use construction management/general contracting (CMGC) rather than traditional design–bid–build for its planned operations center.
Morgan Lovell, project manager in engineering, recommended the exemption and said the method fits the project’s complexity and schedule. "Bringing in a CMGC allows the contractor to work with the final designers and it allows us to control costs," Lovell said, noting advantages such as earlier procurement of long-lead items and ability to negotiate a guaranteed maximum price.
City Attorney reviewed the Oregon statutory standard for exemptions (ORS 279C.335) and advised council that findings must show the exemption would not encourage favoritism and would likely produce substantial cost savings or benefits. Staff posted notice in the Daily Journal of Commerce and West Linn Tidings; no public comments were received at the hearing.
Council voted to adopt the findings and allow staff to proceed with a CMGC procurement. Morgan Lovell said the city will release an RFP this week, evaluate proposals over the following month, interview top candidates, and bring a contract recommendation to council in early June with construction expected late summer or early fall, subject to planning approvals.
