Westland outlines 2025 public-works calendar; flags ODOT Highway 43 timing and operations-facility wetlands

Public Works Director Eric Laius presented the city’s draft 2025 project calendar, noting planned water-line replacements, a summer road program, sidewalk and corridor safety work, safe-routes-to-school coordination and early work on the city’s operations facility. The council discussed communication with ODOT about planned Highway 43 work.
The calendar items and near-term actions:
- Water-line replacement: Annual program to replace substandard cast-iron and asbestos-cement mains with ductile iron; property owners received door hangers and staff described standard on-site notification procedures for construction.
- Summer road program: Grind-and-overlay plus cement-treated base where subgrade is poor; work is expected in the north (Upper Mid Hill/Hidden Springs and Rosemont areas) pending bids and coordination with the water-line schedule.
- Ninth Street sidewalk: Design consultant engaged to produce plans for a gap in pedestrian facilities; site constraints include wetlands and retaining-wall needs.
- Corridor and pedestrian-safety studies: Consultants are reprioritizing the city’s 2016 pedestrian list in coordination with the Transportation Advisory Board; specific corridor work includes Nineteenth Street/Ostman, Cornwall/Oxford intersections and Sunset Primary area crosswalk/warrants analysis.
- Safe Routes to School and other targeted pedestrian projects: Cedar Oak, Bittner/Long and other priorities are under study with the school district and neighborhood input.
- Operations facility: Geotechnical borings and a wetland delineation were underway. Staff reported a wetland area on the site that will affect the building footprint and design; staff intend to seek concurrence from state lands and remove woody debris once permits are in place.
Council concerns and requests: Several councilors asked the city to press ODOT for earlier and clearer communication about Highway 43 work after residents reported short notice for recent projects. Councilors also requested a joint meeting with the Transportation Advisory Board to align funding priorities and consider potential grant opportunities. Staff agreed to reach out to ODOT and to schedule a TAB/council session on pedestrian-safety funding and prioritization.
Ending: Staff will improve early neighborhood outreach (door hangers, project web pages and direct contacts) and bring a proposed funding and prioritization plan to a joint council/TAB work session ahead of the FY2026 budget.
