County transportation staff report safety‑action plan update and $117M construction program for 2025

At the director’s report the county’s transportation staff updated the committee on two programmatic items: the federal grant‑funded safety action plan and the county’s 2025 construction program.
Shane Schneider said the Chicago Metropolitan Agency for Planning (CMAP) holds the FHWA grant agreement and that CMAP received a $5 million federal grant to prepare safety action plans for each county in the region. Schneider said FHWA had paused the project for review and later directed CMAP to revise the scope; CMAP unpaused the work and committed to complete the plan by June 5, roughly six months earlier than originally planned. County staff said the county will use the completed safety action plan to inform Lake County’s Vision Zero plan and to pursue competitive federal SS4A (Safe Streets and Roads for All) grant opportunities.
On construction, staff previewed an active program for 2025 including approximately $117 million in active work, eight lane‑miles of reconstruction, 31 lane‑miles of resurfacing, five roundabouts, seven intersection improvements and 11 bicycle/pedestrian projects. Staff said these projects will be announced via county communications and incorporated into board newsletters later in the week.
Committee members asked about the timeline for federal funds on a separate Cedar Lake Road project; county staff said the award is believed safe but that a formal grant agreement and obligation from USDOT are not yet in place and that IDOT typically holds state contracts and the county reimburses the local share. Schneider said the Cedar Lake project schedule estimates construction in 2027 and that right‑of‑way acquisition is the critical path for that project.
