Law & Judicial Committee approves $11,267,391.69 court technology appropriation

The Lake County Law & Judicial Committee on April 1 approved a joint resolution accepting a funding agreement under the court technology modernization program and approved an emergency appropriation of $11,267,391.69.

The funding agreement, presented at the committee meeting, supports hardware and software upgrades across court facilities, including replacement desktop and laptop computers, additional public kiosks, courtroom tablets for digital signatures, a new doorbell/entry video system, and an e-supervision case-management system intended to integrate probation records with court, public defender and state's attorney systems.

Winnie Weber, director of courts IT, said the county was "grateful and thankful that we were awarded that particular money for different types of devices and equipment and some systems that we would like to apply to help the public and to actually help the court the courtrooms and all that." She described planned purchases that include kiosks in public entry points, Windows 11 upgrades, additional courtroom monitors and tablets for digital signature capture, and an e-supervision case-management system to streamline information-sharing among probation, courts, the public defender and the state's attorney.

Weber said the e-supervision system will help meet new reporting expectations from the Administrative Office of the Illinois Courts. "Currently Administrative Office of Illinois Courts is actually requiring the different circuits, different counties to, be able to report some data," she said, adding the goal is to avoid duplicate data entry by creating standards that feed a data warehouse for statewide statistics.

Committee members asked about kiosk placement. Weber said kiosks will be positioned to help the public find the circuit clerk, courtrooms and the court annex, and that staff will reposition existing displays and add additional kiosks on the first and second floors to reduce public confusion.

The joint resolution was moved and seconded during the meeting (motion text read on the record as: "Joint resolution accepting funding agreement for the Supreme Court of the Illinois Court Court Technology modernization program and approving an emergency appropriation in the amount of $11,267,391 and 69¢. You have a motion motion by, Maltonberg, second by Kanishnick"). When the committee voted, the chair called "All in favor?" and the meeting record shows "Aye. None opposed." The chair then said, "Motion carries." The transcript does not record a roll-call tally or individual yes/no votes.

The committee did not direct specific implementation deadlines during the public discussion recorded in the transcript; staff presenters described planning and placement decisions and said they will continue internal programming and training to manage kiosks and system rollouts.

The committee noted the appropriation and the award are intended to modernize public-facing and backend court systems; no additional county policy changes were adopted in the recorded discussion.

The committee adjourned after the vote and moved on to a separate contract item for electronic evidence processing later in the agenda.
