Committee approves ordinance to dissolve Lake County Emergency Telephone System Board pending joint ETSB approval

The Financial & Administrative Committee on April 3 approved an ordinance rescinding Chapter 31 of the Lake County Code of Ordinances to dissolve the Lake County Emergency Telephone System Board (ETSB) once the new joint ETSB application is approved by the state.
Patrice Sutton, serving as county administrator during the item, said the ordinance is the last administrative step required so any remaining assets, contracts and the CERC charge revenue held by the Lake County ETSB at dissolution will transfer to the new joint ETSB rather than to the county. “Those assets won't transfer to the county. They'll go to the joint ETSB,” Sutton said. She noted the ETSB functions as an independent entity and its funds are not included in the county audit.
Sutton said the intergovernmental agreement (IGA) to form LATECOM and the joint ETSB were approved previously; this ordinance completes the local steps needed to submit the application to the state. Member Peterson moved the measure and Member Vlicek seconded; the committee approved it by voice vote.
Motion: Ordinance rescinding Chapter 31 (County Organizations) of the Lake County Code of Ordinances to dissolve the Lake County ETSB and transfer assets upon approval of the joint ETSB application.
Outcome: Approved by voice vote.
