District staff presented a final strategic‑plan update for the year, covering facilities, budgeting tools and ongoing bond‑related transparency work.
Facilities and operations: The district’s facilities team reported rolling out Facilitron to capture work orders and scheduling. Staff said the system has collected roughly 11,000 work orders with 92% completed and an average turnaround of nine days. The district also reported approximately $452,523 in utility cost savings for fiscal year 2022–23 from measures including billing audits and HVAC scheduling; additional savings projects (lighting and HVAC controls) are planned.
Capital budgeting: For the first time the district has a formal capital budgeting process. Schools submit requests; a seven‑member team evaluates projects for safety, urgency and value on an annual cycle. For the current year the capital request budget is about $230,000; awards are typically announced in January.
Transparency and bond tracking: Staff introduced a digital budget book available on the district’s transparency webpage and said a bond transparency platform tracking the 2024 bond projects by school and dollar amount will launch later this spring. The board was reminded the mill levy continuation approved in November extended an existing mill rather than increasing taxes.
Projects on hold: District leaders said a redesign of the budget request process and a differentiated school allocation project were paused because timing and uncertainty around state funding and the new finance study would make immediate changes premature.
Ending: Staff said they will continue implementation work, launch the bond transparency page, and present a final strategic plan item in May and June for the board to consider before summer.
