The Planning Commission recommended Metro Council approve rezoning 4603 East Manslick Road from R‑5 to OR for reuse as an insurance office and approved a detailed district development plan with two targeted waivers to buffer and planting requirements.
Staff described the property as previously converted from residential use (a childcare use was permitted under a 2003 conditional use and had since been abandoned) and said the site fronts East Manslick Road, a state‑maintained roadway. The DDP proposes to close one of two curb cuts and widen and improve the remaining entrance to meet Kentucky Transportation Cabinet standards. Staff noted the applicant had worked with KYTC and that the eastern entrance closure is conditioned in the DDP.
The commission and applicant agreed to extend two compliance deadlines to reflect processing time and Council review: the entrance work to be completed by Sept. 1, 2025, and a deed or minor‑plat consolidation of three parcels to be submitted by June 30, 2025 (staff had proposed earlier dates but the record was updated given the hearing schedule). The applicant also removed a parking space that previously encroached into a required buffer area.
Staff recommended approval, finding the rezoning conforms with Plan 2040 and that the waivers meet the standards of review. The commission voted to recommend approval and forwarded the package to Metro Council.
